I think the 5th person from the left is Lt. general Nicolae Ciuperca ( http://www.worldwar2.ro/generali/?article=93 ) with his staff and was taken in 1941 during the siege of Odessa, note that the 7th person from left is a German officer

I’m sorry Vlad I can’t tell you anything obout the officers, just that I think the photo was taken in 1940 or 1941 because the Romanian officers have helmets with Carol II badge, later the Carol II badge was removed because the King was highly unpopular.
