This person is in the Admins control panel, I tried to ban them, but the system will not allow it. (says that I am not authorized to ban any but regular users.) Email sent to Procyon.

To ban a user move him/her to ‘registered users’ and then ban him/her.
I read about a security fix last week and applied it, but apparently that didn’t do it.
How are you spotting these people?
New sign-ups, that list no I.P., and have administrator under their user names.(in the place were “Banned” now appears) In this case the email address of Hack@er.com simplified matters. 
this latest hacker followed the same format as the last one several days ago.
