If the soldiers are Italian, which they appear to be, their armed civilian supporters shown here could be Ustashe Croatian nationalists. They may be lining up for the demise of Yugoslav troops (until the summer of 1941), Communist Partisans( Croatian or Serb), or Serb Christian Chetniks. Or something like that.

Italians. One of the few photos I’ve found showing them using the long rifle, which was actually the most common one in their inventory.
