Well this is a photo of Heniz Guderian, the Master of Armored Formations, overlooking his troops in France if I recall correctly.
The veh is neither a Sdkfz 250-3 used by Rommel, or Sdkfz 251-3 normally used. It is a larger version, the Sdkfz 251-6, with a full load of Cmd Radios . If you look closely, you can see two (2) pipes going up on either side of Heniz (to his rear), there are actually four in total, two (2) in front of him, of picture, that support an Oval Loop Antenna for communications.
