Ha-Gos With No Guns

Found this in a Axis history forum page no information was given. Does anyone have an idea why these have no guns. Even the MG opening isn't on these tanks.

From what I can see. It appears to be some sort of U.S.Army Traing Exercise somewhere in the Western United States…The Butte is a good indicator of location.
