Yes, the order of creation of Kostushko division was issued in may 1943. However the idea to form a pro-soviet polish army in USSR, subordinated not to London has appeared among soviet leadership much early, in end of 1941. Since the Amry Anders has leaved the USSR in mid 1942 there were still up to 50-70 thousands of poles in USSR , which want to fight with germans and might be conscripted in newly created polish Kostushko devision. However the lack of polish officer’s corp ( most of officers went to Iran) forced the soviets to widely employ the red army officers for the first time instead.
