Yes it is a track from a Panzer III, the reasons for put that in a destroyed KV.?..dont know but I will search a little.

One reason for it:Salvage. The KV had a german cross on the side. To get this KV in tow the roadwheels should be running to reduce the power to need to drag the best. The tracks where used to make the transport easier.
The orginal track should be destroyed. maybe this KV was hit under german control and so they tried to salvage him.
