It appears this was done by Soviet Troops. It can be seen on a number of wrecked tanks even on a Tiger in Berlin

Hello mkenny,

this picture is supposed to have been taken in the Netherlands - supporting this statement is the fact, that we can see an american truck in the background which seems to have the typical west-allied bumper paintings.
