Man beside Himmler

Just came across this pic while surfing for some materials. The SS-Sturmbannführer beside Himmler…Is that Wolfram Sievers, the director of the shadowy Ahnenerbe Society? Happens someone know the location and year? By the looks of the SS uniforms and some (missing) medals, can be before outbreak of the war.

It looks to be Wolfram Sievers to me also.

I would guess the photo date prewar also 37 to 38 , not sure of location.
