Sd.Kfz 10/4 mounting a 20mm Flak 30. The motorbike has WH on the number plate so is German.
The cross on the gun shield looks more like a simple white outline of the Balken Kreuz and the uniforms look more like German ones to me with the driver being a Gefreiter.
