The P-39 was not fitted with a turbo-charger so was not regarded as suitable for ETO operations.
As a tactical air force, the Russians met their opponents at much lower altitudes than the RAF or USAAF so were not perturbed by its low service ceiling. They found the 37mm cannon particularly useful.
