Red Cross on the Eastern Front

Just reading the new Hannibal book. In it is seems to imply that there were units of uniformed Red Cross personel from countries other than the combattents who were roaming around the area.

Is this true?

I can’t find anything on the net about it, and I somehow doubt that on a battlefield so devoid of the “normal” rules of combat that such an organisation/or ad hoc organisation could exist or be given such respect as not to be brassed up every time they were seen… red crosses or not.

Any ideas?
