Who is this SA high officer?

I’ve posted these pics some time ago, asking this information. Anybody can help?
The Italian officer is Arturo Bocchini, chief commander of the Police. So I think the German officer probably is a Police or Gestapo commmander or anyway linked to police activity, but actually it’s just a supposition.

What year was that taken? I almost want to say it was Ernst Rohm, but that’s probably wrong and just a shot-in-the-dark guess…

These are some of Hugo Jäger’s photos. They were supposedly taken on the occasion of Bocchini’s visit to Munich. The date is mentioned as April 17, 1942, however since Bocchini died in 1940 that’s pretty unlikely.
The German official is not SA but an NSDAP leader probably of Munich or all Bavaria.

In fact… Perhaps 17 april 1940… Anyway he had strong links with German police, even if Bocchini was absolutely contrary to Italian intervention into the war. From bundesarchive this pic of his funeral:

here is another one, image details say 17 april 42, münchen

could’nt be ernst röhm, röhm murdered 1 juli 1934 in münchen-stadlheim and right bocchini died 20 november 1940…

so who are the 2 mens, defenitly not röhm and bocchini, looks like jäger did’nt know who he’s taken
