I don’t know, I mena mustache and haircut are in hitler style, but at this time, especially the haircut was popular. Also, I the beard was worn before and was also common especially with supports of Hitler, Himmler for example has also a similar one. So, maybe it’s a NSDAP party member? Yet, might be him in his younger years.
