Is it a Canadian Ram mounting a 3.7" AA gun?
It’s based on a M3 type running gear (used on the Rams and early M4’s) and crewed by very non-American looking personnel. Only gun carrier I could find based on on of these chassis.

Looks distinctly Heath-Robinson-esque.
It’s some infantry body armor with wheels and a machine gun.
I saw some french, and a simular japanese project for rifles.
